Function of Utkarsh Bangla Section: Organizing different Skill Development trainings and workshops in various trades/Job roles for the unemployed youth of the district to generate wage and self employment opportunities for the people and reduction of unemployment.
Sector Skill Councils and the state governments keep a close watch and monitor the entire skill training program under PMKVY. A Skill Development Management System (SDMS) is put in place to verify details of all training centers, quality of training and courses. Wherever possible, biometric system and video recording of the training process are ensured. Trainees’ feedback is also considered as one of the key elements to assess the effectiveness of the PMKVY scheme.
The Government prioritized the Skill and entrepreneurship development by forming the Ministry of Skill Development & Entrepreneurship which will play a critical role in fulfilling the objectives of the ‘Make in India’ campaign. The Ministry is responsible for the co-ordination of all skill development efforts across the country from the removal of disconnect between demand and supply of skilled manpower, technical training context and building the vocational, skill up-gradation to building of new skills, and jobs that are to be created through the programme. MSDE aims to Skill 500 million men and women by the year 2022 with high Standards in order to achieve its vision of a ‘Skilled India’.
India is one of the six fastest growing economies around the world and will soon rank among the top economies and manufacturing hub, by 2022. And with the help of a skilled demographic and sustained availability of quality workforce, our country is sure to make its mark on the global economy.
The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Skills and knowledge are the driving forces of any country contributing towards the economic growth and social development of the country. The emerging economy has presented the world with many challenges which can only be dealt by if the country has a skilled workforce.
Complimentary to this vision, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was approved and the flagship scheme was envisioned to impart skill training to young men and women, making them capable of earning. The prime focus of the scheme was on the methodology of training through: improved curricula, better pedagogy and trained instructors. The training curriculum will also include soft skills, personal grooming, team participation and interaction, behavioral etiquettes et al to groom the individuals for the business environment.
The NSDC, the central and state governments, and other industry and business houses were consulted to assess the skill gap to design a skill training program to be imparted. The skill development mission also took into account the need for skill development in other flagship programs launched recently such as “Make in India” and “Swachh Bharat Abhiyan”. The PMKVY scheme is being implemented by Ministry of Skill Development and Entrepreneurship through the National Skill Development Corporation (NSDC). The Skill training is based on the National Skill Qualification Framework (NSQF) and is estimated to reach out to 24 lakh youths by 2023.
The PMKVY scheme primarily focuses on the labor sections and Class 10 and Class 12 dropouts. Implemented through NSDC training partners, NSDC now has more than 187 training partners in around 2,300 centers. Furthermore, central and state government affiliated training providers are also being linked in for imparting training under the scheme. All training providers have to undergo assiduous process, for being eligible under the scheme.
